New License Re/Negotiation

Description

The library decides to make a purchase or begin a new subscription which is not covered by an existing license OR a vendor requires an existing license to be renegotiated or re-signed during a new purchase/renewal cycle. Much of the actual process occurs outside of FOLIO in person to person communication between librarians, vendors, and campus legal authorities.

Trigger

  1. The library makes a new purchase or begins a new subscription of a resource.

    1. If the vendor is new, they may require the use of a license to govern the terms of the subscription.

    2. An existing vendor may require a renegotiation of an existing agreement, an amendment to an existing agreement, or a new license agreement.

  2. During a renewal, the vendor may require a renegotiation of an existing agreement, an amendment to an existing agreement, or a new license agreement.

  3. The library may request a renegotiation of an existing agreement, an amendment to an existing agreement, or a new license agreement to gain more favorable terms.

Output

  1. Countersigned documents between the parties are finalized and saved to local drives.

  2. Records reflecting the countersigned documents are uploaded to FOLIO and parsed into license terms.

  1. This work is done in a myriad of ways across the Five Colleges. When FERM is closer to implementing the licenses app, they should return to flesh out this workflow for the new system.
