Remove Unused Agreement Picklist Values

Task Description

During implementation, FERM created a list of custom picklist values that vary from the default values. Because of decisions made by the ERM developers, default values will repopulate the Agreements picklists after every major upgrade(nb- and some minor upgrades). Performing this task promptly is critical, as people will use the default values if they are not removed, which will them make the values unremovable.
